Mark Caro for Azusa City Council, District 1

"A Councilmember Who Shows Up."

WHY I'M RUNNING

District elections were created to give neighborhoods a stronger voice in local government.I'm running for City Council to listen first, be accessible, and ensure District 1 residents are represented before decisions are made—not after.I will practice Neighborhood Representation. Every resident deserves a councilmember who shows up in our neighborhoods; not just in the Council Dias, listens, is accessible, follows through, and puts the community first.

MY VISION

My vision is simple: Make District 1 one of the safest, best-managed, and most desirable neighborhoods in the San Gabriel Valley through practical leadership, responsible stewardship, and community engagement.

WHEN I DECIDED I HAD TO RUN

There was a point when I realized I couldn't just complain about the problems in District 1. I had to be willing to do something about them. For years, under At-Large elections, I watched the speeding problem on Sierra Madre Avenue get worse, year after year, with no meaningful resolution. There was a traffic study. The result was essentially no action. Then Azusa moved to district elections, and I thought:“Finally. Now the residents of District 1 will have direct representation.”After all, two council districts share this important corridor. But six years later, the speeding problem remains. And the broken pedestrian beacon at Vernon and Sierra Madre—along a route used by children and residents walking to school—remains unresolved.Three different councilmembers later, I was still asking the same question: Why aren't these basic neighborhood concerns getting resolved? But there was another moment that really made me stop and think.I brought forward a simple request to recognize one of Azusa's most respected public servants, Joe Rocha—a former teacher, councilmember and mayor who has continued giving his time to our community.I honestly thought it would be a simple formality. It wasn't.The Council chose not to move forward with the request. What struck me wasn't simply that my proposal wasn't approved. It was that there didn't seem to be another path forward. No alternative proposal. No effort to find another way to recognize someone who had devoted so much of his life to Azusa. That was the moment I realized something.District 1 didn't just need someone to occupy a seat on the City Council. It needed someone willing to show up, listen, ask questions, and keep working until the residents' concerns were addressed. That's when I decided to run.Not for a political career. Not for the title. But to be the voice District 1 deserves.
